Elias Gerasoulis is the Founder and Chief Executive Officer of Washington & Madison, LLC. He is an experienced consultant specializing in international affairs and the representation of foreign and sovereign clients. Throughout his career, Mr. Gerasoulis has worked closely with the U.S. Congress, the U.S. Department of State, the National Security Council, the White House, leading think tanks, and non-governmental organizations to advance client priorities.
Mr. Gerasoulis maintains an extensive international network and has supported diplomatic engagement between countries and political actors, including advising Presidents, Prime Ministers, Heads of State, and prominent revolutionary leaders.
Before founding Washington & Madison, Mr. Gerasoulis served in several well-known Washington, D.C.-based firms, including The Livingston Group (founded by former Congressman Robert L. Livingston) and Moran Global Strategies (founded by former Congressman Jim Moran), where he served as Partner and Vice President. Earlier, he served as Legislative Director at the American Hellenic Institute (AHI), a Washington, D.C.-based foreign policy center and think tank. He also worked as an Adviser to the Permanent Mission of Greece to the United Nations. Mr. Gerasoulis earned his undergraduate degree from the University of Pennsylvania (UPenn).

Based in Washington, D.C., Mr. Dabiri has more than twenty-eight years of experience representing and advising governments, embassies, and multinational companies, and his firm also maintains offices in Paris and Brussels. His practice focuses on complex multi-jurisdictional litigation and commercial arbitration, with deep specialization in matters involving the U.S. Foreign Sovereign Immunities Act (FSIA), including jurisdictional issues and exceptions to sovereign immunity.
He has represented sovereign clients before U.S. federal courts and has petitioned for, or opposed, applications for certiorari to the Supreme Court of the United States.
Mr. Dabiri advises clients on U.S. sanctions and embargo compliance, including OFAC licensing and enforcement matters, and helps organizations develop internal compliance and screening programs. He also counsels clients on cross-border arbitration issues and the enforcement of arbitral awards in U.S. courts, including matters involving the ICC International Court of Arbitration, ICSID, and the AAA.
Mr. Dabiri previously served as long-time legal counsel to Libyan leader Muammar al-Gaddafi and acted as lead U.S. counsel for the Government of Libya in connection with the $2.7 billion Lockerbie settlement, which contributed to the removal of U.N. and U.S. economic sanctions and supported the restoration of diplomatic relations between Libya and the United States.
